I mean, we've also been told it's the developers who have the most control over a building's ultimate appearance. The architects could just be partnering with crap devs.
The “legacy project” after building a portfolio of mediocre but profitable buildings is often a large donation to a hospital or university (versus a building or public space of cultural value).
