Just pay the damn bill and shut up already.

We knew they'd cynically exploit Rofo's death to the absolute limit, but man! This is beyond all expectations. "Oh, how noble and holy and pure we are, paying for the ridiculous spectacle that we insisted on forcing down the entire city's throat. How humble we are! How chaste! Don't you admire us?" And yeah, Thug pulled that $1000 figure directly out of his fat ass, but did he truly expect anyone to believe it?

There was once a routine on Family Guy where Peter is out in public, dressed in some wacky costume, shrieking at passer-byes, "Stop looking at me! I do not want this attention!", wildly waving his arms as doves fly out of his sleeves. I wonder why I thought of that just now?
 
Time and a half is the standard for Easter Monday isn't it? or is it standard double time for a religious holiday?

Poor Dan - like the paid staff assistants before him giving their free time to help coach high school football, repair home computers or do smokes and liquor runs - he probably volunteered his time.

The city said the costs break down in four separate ways:

  • City clerk's office — Protocol services: $1,271 (overtime) + $1,226 (refreshments).
  • Facilities management: $3,140 (overtime).
  • Security: $11,539 (increased staffing including contracted staff + overtime).
  • Toronto Paramedic Services: $1,500 (honorarium for honour guard).

So those are the 'hard' costs requiring an invoice that the protocol office needs to pay. All of the other soft costs, particularly city staff working it as part of their regular duties, aren't included.

FWIW the city picking up the $20k cost for a former mayor/current councillor to lie in repose seems completely reasonable. Except Doug can't run on that.

be paid two (2) times his regular rate for time so worked and in

addition shall either:

(A) be paid for a full day at his regular rate of pay, or

(B) be entitled, at the employee’s option, to a day in lieu with pay

at a time to be mutually agreed upon between the employee

and the supervisor."

The hourly rate of pay as of July 1st, 2014
Police Constables (all classifications) $68.00 (minimum $204.00)
Sergeants (when in charge of 4 or more police officers) $76.50 (minimum $229.50)
Staff Sergeant (when in charge of 10 or more police officers) $85.00 (minimum $255.00)

(Please note that any partial hour worked will be charged the full hourly rate for both Police Constables and police equipment)

Motorized Boat $350.47 per boat (for first three hours)

Horse or Dog $53.27 per assignment

(Please Note: Due to time required to prepare horses, an additional hour will be required for the Police Constable)
