The person in charge of the city's police budget should not be doing illegal activities, especially one's that could be used to blackmail him.

How the hell can the Mayor vote on these motions? Isn't this a massive conflict of interest?
That was addressed at the beginning. Because it's not a pecuniary interest, he can vote.

Conflict of Interest is only defined in the rules as a financial conflict, which this is not.
