I haven't followed it that closely, but the quote above makes no mention of tacking guns onto the existing meeting. It is saying that a special meeting about guns is more needed than a meeting about something within the provincial jurisdiction. Also don't know if there is anything preventing another special meeting to be held.Really? Then post the section of the Toronto Act and/or any other relevant act that pertains to special sessions.
Calling of meetings
191 Subject to the procedure by-law passed under section 189,
(a) the head of council may at any time call a special meeting; and
(b) upon receipt of a petition of the majority of the members of city council, the clerk shall call a special meeting for the purpose and at the time mentioned in the petition. 2006, c. 11, Sched. A, s. 191.

What is it that both you and Ford fail to understand about "for the purpose and at the time mentioned in the petition"?
Perhaps we need civic lessons on more than just tying shoelaces?
This meeting should only last a few minutes. Legal Council will say no chance of success. Smart Councillors vote to drop the whole thing.
