You're right, gutter punks don't use banners. The common black clothing, disguises and banner sign would tend to dispel that, unless those are standard stepping-out kit for anarchists.

For your sake I hope this is a joke. Nobody is going to think Hamilton is getting "nicer" because some degenerate fringe groups are causing mischief; quite the contraryI just assume it's a marketing ploy by the city to make people think it's getting nicer there.
A well-known Hamilton activist, previously accused of being a ringleader behind destruction at the G20 summit in 2010, has been charged in connection with a vandalism spree on Locke Street last month.
On March 3, a masked mob of about 30 people in black clothing marched down Locke Street throwing rocks at cars and businesses, breaking windows and lighting fireworks. They caused about $100,000 damage.
Late Friday morning, Hamilton police announced they had arrested Peter Hopperton, 31, at a residence near Cannon and Hess streets — a place they were also searching for evidence that morning.
He is charged with conspiracy to commit an indictable offence.
Did anyone not involved in the action know this was about anti-gentrification? The motive only seemed to be apparent when the perpetrators released a statement afterward. It’s pretty dumb to demonstrate without the witnesses and those in power understanding what you want. From the Globe:
Weekend vandalism in Hamilton was anti-gentrification act, blogger writes
