Does anyone have any idea what's even going on with the development of this entertainment complex? It sounded like such an good idea, but it looks like development is just... stalled?

I walked by recently and noticed a bit of a footpath along the top floor at the Marshalls entrance, but other that that, what is even going on?

It has looked like the above photo for so long now.
