The issue is that, publicly and officially, their chairman claimed that the Toronto Port Authority “takes no position on Porter’s business aspirations”.

They then claimed to have studied the issue without a bias - while at the same time secretly spending millions of dollars in pro-expansion propaganda.

"secretly".....there name is on all of the ads.....if that is doing something secretly I am gonna make sure never to share a secret with them.
 
Their name is not in most ads. Billy Bishop's Airport appears, but the Toronto Port Authority's does not.

The TPA has tried to portray itself to the public as an impartial institution on the subject.
 
Billy Bishop Airport is a subsidiary company of the TPA. It would be like expecting Coca Cola to state that the advertisement is paid for by them when advertising Powerade.

The Airport is not a subsidiary company, the only incorporated entity is the TPA itself. But then again, Powerade is not a subsidiary company either, so far as I know, so I suppose that doesn't affect your analogy. I guess your analogy would make sense if Coca-Cola was a crown corporation established by statute, and it was publicly stating that it would not take a position on whether people drank Powerade, but then spent a pile of money on ads to encourage people to drink Powerade.
 
Not sure what the issue is here....in the short term they are spending a portion of the profits from their operations to advocate for something that, in the long term, they feel will increase their profits.

Is the TPA's mandate to secure maximum profits from their holdings for the public benefit? What is the most profit to be extracted from these lands?
 
they have a mandate to break even (no city subsidies allowed) so they may have seen the expansion as necessary to achieve this. Just guessing.
 
TPA's finances are public. They are easily breaking even. Do not need expansion for that. But every authority seeks to expand its dominion.
 
Theoretically, what would happen to the reclaimed land that a runway expansion is built on if and when the airport is no longer on that site? Does this become developable waterfront property for the TPA or the entity is behind it a.k.a. hmmmmm. Could this be seen as an incentive for the organization to push for reclamation regardless of use due to an increase of it's (non-toxic) land holdings on what is the highest profit yielding site in the country (the Tar Sands notwithstanding)?

Strong Public Support for Billy Bishop Airport .....

Toronto (February 25, 2014) – A recent survey released today by the Toronto Port Authority (TPA) reveals that 90 per cent of Toronto residents “agree” that “Billy Bishop Toronto City Airport is an asset to Toronto,” up from 87 per cent in August 2013. Respondents also agreed that the airport is “great for the Toronto economy” (88%) and that the island airport makes “a great first impression for visitors” (77%).

The public opinion survey, conducted by Ipsos Reid between January 13 and January 17, 2014, polled a representative, randomly selected sample of 702 adults living in Toronto – including 300 respondents who live downtown, south of Queen Street. Ipsos Reid has conducted this regular public opinion survey on behalf of the TPA since 2007.

“The survey found that the vast majority of Torontonians continue to embrace Billy Bishop Toronto City Airport and recognize its valuable contributions to the city,” said Geoffrey Wilson, TPA President and CEO. “We have conducted this survey for the last seven years and continue to record strong awareness, recognition and appreciation for the airport as an important gateway and key driver of the economy.”

The January 2014 survey reveals that 34 per cent of the city’s residents have flown out of the airport, up from 32 per cent in the August 2013 survey. Two-thirds of respondents (66%) are “personally in favour of having an airport on the island and believe it’s good for Toronto,” while just 11 per cent are “dead set against it,” a number which has remained statistically unchanged in the last four years. The remaining 20 per cent have a neutral opinion of the airport.

The TPA's poll has nothing to do with Porter's expansion plans, I'm sure....

Yep...they have been running a poll regularly since 2007 in support of expansion plans that would come to light many years later ;) It is a mass conspiracy and we have to assume that the people polled all work for TPA or Porter and that the polling firm is part of the conspiracy ;)
