Yes, I posted a statement previously from the City of Barrie that it’ll use the BCRY. As well, surveys show Industrial spurs entering the property. I’ll post links to them when I get home

Mind you, I don’t have the documents handy. But documents (specifically the transport master plan) did show the county was interested in the idea of running service between Barrie and Collingwood via Angus, New Lowell, Stayner, and Batteaux. Unfortunately, it doesn’t seem like it went anywhere; maybe there’s this idea that Metrolinx is supposed to handle rail?

I doubt the line would need any rehabilitation; it's an industrial spur.

The old ROW forthe Newmarket Sub between Washago and Barrie,are there actually any structures in the way of it?

Yes.
73 Barrie Terrace directly in the way ... all the homes on Barrie terrace would also now front onto the railway instead of a road. So that is like 25-30 properties.
All the properties on Barrie North Shore Trail have the same issue (front onto a new railway) - that's another 10-15 properties.
3351 - 3267 Ridge Rd W also directly in the way.
Would also require major reconfiguration of Lakeshore Dr / Simcoe st to get around the Bay, plus change access to all the Lakefront Parks and Marina.

Agreed.
While I think restoring the old alignment is feasible (if requiring many millions in expropriation and the works you note above)
I think those obstacles do make a good case for considering an alternative alignment going north.

Lakeshore Dr. (and probably Simcoe St.) is actually on the old ROW. It was moved back from the shoreline to improve the park area and parking.
There is also the Home Hardware in Orillia, plus slices of several properties along Atherley Rd., as well as Casino Rama.

In the fantasyland category, there's two old right-of-ways from Orillia intersecting the CP McTier sub in Medonte that would be far easier to reactivate. You know, once Bolton gets GO service... 
Edit to add: Or just slightly more realistically from GO Allendale Waterfront via a reactivation of the North Simcoe Rail Trail to CP McTier. It's so easy to fantasize on Google Maps...

I am not trying to go down fantasy land territory, just tryng to find out what is in the way if they ever decided to expand GO rail beyond Barrie.
