Larger plans have been resubmitted for a redevelopment proposed at 1956 Weston Road, within walking distance of the Weston GO/UP Express station in Toronto’s Weston Village, where 29- and 35-storey towers were previously approved for Weston Asset Management in 2022. Designed by KIRKOR Architects and Planners, the revised plans are for a significantly taller proposal rising 39 and 45 storeys.
The proposal applies to an L-shaped assembly at 1956 through 1986 Weston Road and 1 through 5 Little Avenue, occupying the southeast corner of those streets. The site currently contains a mix of one- and two-storey commercial and residential buildings, including several heritage properties, alongside multiple surface parking areas and a private laneway. The varied streetscape includes low-rise retail and residential uses, while the surrounding area transitions to mid- and high-rise buildings closer to the GO/UPX station.
Plans for the site date back to 2019 when the developer advanced a proposal for a pair of 29-storey towers designed by Graziani + Corazza Architects, containing 592 units and replacing an existing supermarket and surface parking. Subsequent revisions increased the scale to 29 and 35 storeys with 739 units, before a final iteration was approved by Toronto City Council in July 2022 for 29- and 35-storey towers with 733 units.
The new resubmission builds on that approval, with WND Associates Ltd having submitted Official Plan and Zoning By-law Amendment applications to the City of Toronto on behalf of the developer. This proposal would retain the two-tower configuration while substantially increasing scale, bringing the heights to 130.2m and 149.15m, up from 102.2m and 120.2m. Both towers would rise from a shared 5-storey podium, reduced from the earlier 8-storey base. The updated design would increase tower spacing to between 21.4m and 25m, exceeding the previous minimum separation distance of 20m, while introducing slimmer upper floor-plates through tiered step-backs. Gross Floor Area would rise from 56,250m² to 63,907m², including 61,936m² of residential space and 1,971m² of non-residential uses, resulting in a Floor Space Index of 11 times coverage of the 5,809m² assembly, up from 9.17 times coverage.
The proposal would deliver 774 residential units, an increase from 733. While the earlier proposal was heavily weighted toward one-bedroom units, the revised plan introduces a wider range, including 53 studios, 233 one-bedrooms, 373 two-bedrooms, and 115 three-bedroom units. There would be eight elevators (four per tower), equating to roughly one elevator per 97 units across the development. Wait times would be longer in the taller tower than the shorter one: higher speed elevators motors in the taller tower could alleviate the situation.
At grade and within the podium, the development would incorporate 435m² of retail space fronting Weston Road, along with a 786m² grocery store located on the second level with dedicated access from the street. Residential amenities would total 3,274m², exceeding the previously approved 2,932m², with 2,183m² provided indoors and 1,091m² outdoors. A 316m² non-profit community cultural space would be included in the retained heritage structure along Little Avenue, with heritage retention overseen by GBCA Architects.
Below grade, three levels of underground parking would accommodate 268 vehicle spaces, a reduction from 357 previously approved, including 209 residential spaces, 56 visitor and non-residential spaces, and 3 car-share spaces, with a small number of visitor spaces at grade. Bicycle parking would also be reduced, with approximately 300 spaces proposed compared to 571 in the earlier scheme, with 252 long-term, 40 short-term, and 13 oversized spots.
The site is located approximately 350m, or a 5-minute walk, from the Weston station, which provides service on the Kitchener GO Line as well as the UP Express. Surface transit includes TTC routes operating directly along Weston Road and within a short walk along Lawrence Avenue West. Active transportation options are also nearby, with the Humber River Recreational Trail situated roughly 100m to the southwest.
Development activity in the area is concentrated to the southeast toward the station. Nearby proposals include 1798–1812 Weston Road at 36 storeys, South Station at 42 storeys, and multiple 45-storey developments at 1828–1844 Weston Road and 1821 Weston Road, alongside the Weston Park redevelopment, which would introduce towers of 45 and 50 storeys.
