It is. They've already poured concrete for half the ramp and are finishing up the other half now. They seem to be putting up some forms to make walls(?) on the sides of the ramp. I'll try to take some photos later today.

I doubt you heard anything related to the construction site. It was probably a garbage truck. Work generally starts at 7am on the nose; the dump trucks will line up on Yonge St. as early as 6:30am, I believe, but definitely not at 4am.

Actually, there was a notice in RoCP late last week...they are apparently behind schedule in excavation and shoring, due to unforeseen obstructions (not clarified). They've gotten permission to start work earlier on Saturdays when necessary (8am rather than 9am), though there was no real work...

They've started putting up the wooden slats on the shoring today. I'll see if I can take a photo later.
