If this is the case, I don't see how more than 30 minute of service to Kitchener can be implemented. This is a very important corridor for CN.

It is the latter. They'll have at least two tracks unless this is another planning disaster (again).

To add to this, no more transfers at Oshawa Centre to get to the go station by bus.
