I don't know where you're living but $40/hour isn't much in Toronto these days. I think a better place to find wasteful spending would be among Metrolinx's 157 VPs.
If anything, Line 6 needs more trams and more operators, though I agree with you that not making the SRT driverless was some TTC...

Definitely. The 34 minutes ML originally stated for Line 6 was slow to begin with. Now that it sounds like they'll hit sub-30 and usually beat the bus speed, and do it in a nicer vehicle, Line 6 is looking much better.
It also gives me hope that the slow surface section on Line 5 will improve...
What is causing this delay, though?
Some of the stations are completely excavated already, like King-Bathurst. Tunnel-boring usually moves fairly quickly unless it gets stuck, as did the Line 2 extension TBM.
The only known reason for a delay seems to be the Queen connection reconfiguration...
I've been on many streetcars that were behind schedule (as they often are) that did this. Especially the 511. It almost seems like the drivers are brake-checking the vehicle behind them, or it's as if they're scared to hit the speed limit of the road. So yeah I think the TTC is idiotic for this...
