I don't see what relevance the plans of a crack-smoking racist have to do with anything. He had similar plans when he was elected in 2010 that came to nought. It's not like he's going to have any more authority over council if he does actually get re-elected.
Let's focus on plausible scenarios here.
At the portal. Only a few metres will be outside. But stuck in the centre of the road. So it's a done deal.It has? Where?
They are working on the portal first. Part of the current hole they are digging will be outside. It's in the middle of Eglinton, and can no longer be moved, without building a very expensive and completed interchange at Leslie and Egilnton.

This option was defeated by and is opposed by:
- The Provincial Government
- City Council
- TTC and Metrolinx
- 2 of the top 3 mayoralty candidates, representing 60% of polling support.
This third option is not available because it is opposed by almost every group and it is proven that if it is tabled it will be defeated.
What I think is hilarious is that the "cut-the-gravy-train" mayor is advocating for the most expensive and over-built option while the "spend-spend-spend socialist" candidates are advocating for the most fiscally prudent option. That says a lot about Ford's morality and commitment to his beliefs. He's doesn't care one wit about cutting-the-gravy-train. He only cares about getting himself elected so he can funnel the gravy train into his own mouth.
His original plan in 2010 was to not build anything on Eglinton. So clearly his plan did not come true.
It will be definitely interesting to see what happens in the new year. I think Chow will win and she will push for the LRT, and she will get it barring some unforseen circumstance.For one, the Eglinton east part is already under construction so this is just a rehash of the Scarborough subway/LRT debate.
1. The provincial government will go with whatever the city wants. They waffled before and they'll waffle again. See what KW's response was when asked if they'd go back on the subway.
2. City Council voted 24-20 for the subway. The three principle backers of that (Stintz, DoFo, RoFo) will not be on council this time next year. This all depends on council's composiiton in 2015, which I sincerely doubt will be as Scarborough subway friendly.
3. Here is Metrolinx saying that light rail was the best solution. Here is the TTC's report, where they state a preference for it, and that they are still working on it. Where are you getting that they're opposed?
4. RoFo is probably off the table. Tory said the scarborough subway was "barely justifiable". I'll admit that it comes down to whether Tory or Chow wins the mayoralty.

Ford traded the province burying Eglinton, and cancelling the Finch and Sheppard LRTs for City building subway from Scarborough Centre to Don Mills station. But the færies magical corporate free money for the Sheppard subway never appeared, and the city never reached a deal with the province. Most people north of bloor do not care about the Gardiner. If Ford stays in the vote will split and Chow wins imo. The Gardiner should be gone, it's crumbling and it's ugly. I think we will get the SRT by this time next year.I think that Chow is way too left wing to win. She will do reasonably well in the traditional NDP ridings east and west of downtown (but less well than in the past given that the NDP has lost ridings in the last provincial election and federal by-elections). She will get few votes outside those areas, and most people in the suburbs or along Yonge St north of Bloor will vote John Tory. There is a lot of opposition in the suburbs to things like LRT, bike lanes, and demolishing the Gardiner (Chow claims she is against this but I don't believe her). I can't believe that Ford will get as many votes as the polls claim because he is crazy, and when people get to the ballot box they will change their minds and vote Tory. The only way that Chow can win is if Ford gets a lot of votes and splits the right wing vote in half, but I really find it hard to believe that Ford will get more than 10% of the vote on election day. The percentage of people in Toronto who like Chow is far less than 50%.
I expect we will get the "John Tory Transit Plan", which is Eglinton remains LRT because we are stuck with it, but Finch/Sheppard LRT cancelled, Scarborough subway, and lots of GO train expansion over the next 10 years. If we are lucky then maybe we will see the downtown relief line, but I think that Tory realizes that this is too expensive to realistically get funding as long as the province remains short of money.

My bet on what will happen too.Or if UPX turns out to be a failure based on the express premium model that's being planned now, that station at Weston would be part of a regional transit line to the airport. The cost of the additional elevated platform (compared to the work that had to be done at Weston anyway moving the station south and adding additional tracks/platforms) isn't a terribly big deal either way.
