Its privatized in the same sense that garbage collection is privatized. Operations are not done by a public company, simply paid for by the public.

If, for example, the TTC ended its ridiculous practice of running its own armoured car service and contracted that out to the many companies involved in that business....would that constitute the TTC being "privatized"?
That's something that should absolutely be contracted out if it saves money. I can't believe they actually do that.
I think it has more to do with the unique fares that the TTC carries, private companies probably don't want to do it. Those vans are everywhere though, I swear they have several looping around downtown picking up fares.. I see them all the time.
regardless, all of it will be pointless in a few years once tokens are phased out.
