The third in UrbanToronto’s series covering Toronto City Council’s extra-large July, 2026 planning docket turns east to Scarborough, where approvals range from major mixed-use communities and purpose-built rental housing to new long-term-care and community facilities. Following Toronto and East York Community Council and Etobicoke-York and North York Council quick approvals stories, here are ten more development proposals arising from Scarborough Community Council that were approved with debate at the last major Council meeting fo the current term. They account for 7,316 residential units, comprising 5,731 condominiums, 1,369 market-rate rental homes, and 216 seniors’ residence units, along with 512 long-term-care beds. Beyond the development applications, Council adopted a new planning framework for Scarvorough's Coronation Drive Employment Area. All the numbers are detailed below.

1911-1921 Eglinton East 
Official Plan and Zoning By-law amendments were adopted on consent for 1911-1921 Eglinton East, advancing a mixed-use community on the south side of Eglinton Avenue East between Lebovic and Warden avenues in the Golden Mile. Designed by BNKC for Samuel Sarick Ltd, the eight buildings would rise from 12 to 48 storeys (40.7m to 148.7m), delivering 2,243 condominium units alongside 27,247m² of office space, 8,657m² of retail, 2,100m² of community space, and a 2,541m² public park. Council also authorized agreements to secure the affordable housing required for the site.

Woodside Square Redevelopment 
Following zoning approval in 2023, the Woodside Square Redevelopment returned to Council with a Draft Plan of Subdivision application. Council adopted the related item on consent and was advised that the Executive Director of Development Review intends to approve the plan, subject to draft conditions. Designed by Graziani + Corazza Architects for WSIM Group, the multi-phase redevelopment of the mall site at McCowan Road and Finch Avenue East comprises nine buildings ranging from 4 to 33 storeys (21.5m to 112.1m). The plans call for 2,339 condominium units and 216 seniors’ residence units, together with 6,151m² of retail, 6,015m² of office space, and new public parkland.

507-513 Victoria Park Avenue 
Council gave Official Plan and Zoning By-law approval on consent to 507-513 Victoria Park Avenue, planned for the east side of Victoria Park Avenue and adjoining properties on Thora Avenue. The 15- and 35-storey (58.2m and 122.4m) development, designed by Gabriel Fain Architects Inc for Sigma Group, would add 510 market-rate rental units, 381m² of retail space, and a 574m² school facility. Enactment of the implementing bills is being withheld pending completion of a proposed land exchange and approvals for the closure and acquisition of an adjoining public laneway.

3585 Lawrence Avenue East 
Official Plan and Zoning By-law amendments adopted without debate permit 3585 Lawrence Avenue East, a 34- and 35-storey (114.17m and 117.22m) development at the southeast corner of Lawrence Avenue East and Markham Road in Woburn. Designed by TAES Architects Inc for Markham Lawrence Limited Partnership, the project would introduce 661 condominium units along with 1,683m² of commercial space, including 857m² of retail and a medical centre.

Extendicare Guildwood LTC 
After a tie vote left Scarborough Community Council unable to make a recommendation, City Council approved Official Plan and Zoning By-law amendments for Extendicare Guildwood LTC through a successful Council motion. The 9-storey (38.82m) long-term care home, designed by Kasian for Extendicare, would provide 512 beds in a 29,848m² facility on the north side of Guildwood Parkway, east of Kingston Road.

Toronto Tamil Community Centre 
Council cleared the planning framework for the Toronto Tamil Community Centre by adopting Official Plan and Zoning By-law amendments without debate. Proposed at 251 Staines Road, formerly addressed as 311 Staines Road, the 2-storey (15.88m) facility would contain 4,578m² of community space on a site along the Rouge River in Morningside Heights. The building is designed by Lemay and gh3 for the Tamil Community Centre.

9940 Sheppard East 
A Draft Plan of Subdivision for 9940 Sheppard East moved ahead on consent, with Council advised that the Executive Director of Development Review intends to approve it subject to outstanding technical matters. Proposed at the northeast corner of Sheppard Avenue East and Meadowvale Road in Dean Park, the project consists of two 9-storey apartment buildings and five blocks of 3-storey townhouses designed by KIRKOR Architects and Planners for Medallion Corporation and Leasspeak Investment Limited. The development would provide 428 market-rate rental homes, while the subdivision approval requires a minimum 2,442m² on-site parkland dedication.

The Borough 
Revised zoning permissions have been approved for The Borough, updating the previously approved condominium development on the block of Lawrence Avenue East and Birchmount Road. The latest plans call for 6-, 7-, 8-, and 21-storey (25.5m to 70.65m) buildings designed by KIRKOR Architects and Planners for G Group Development, comprising 488 condominium units. Before the first above-grade building permit is issued, the owner must convey a minimum 948m² on-site parkland dedication to the City.

4139 Lawrence Avenue East 
Following amendments at Scarborough Community Council, City Council adopted zoning changes on consent for 4139 Lawrence Avenue East. Planned for the south side of Lawrence Avenue East west of Kingston Road in West Hill, the 13-storey (51.5m) building would contain 259 market-rate rental units and 124m² of commercial space. KIRKOR Architects and Planners designed the project for neighbours, operating as Lawrence Developments NP.

2240 Birchmount Road 
A 10-storey (36.63m) purpose-built rental building at 2240 Birchmount Road received Official Plan and Zoning By-law approval on consent. Located on the west side of Birchmount Road south of Sheppard Avenue East in Tam O’Shanter, the development is designed by CMV Group architects for YYZed Project Management on behalf of 2689244 Ontario Limited, and would provide 172 market-rate rental units above 377m² of retail space.

Coronation Drive Employment Area Review 
A City-initiated Official Plan Amendment for the Coronation Drive Employment Area was adopted on consent, applying to the district extending south from Thornton Creek to the CN rail corridor, East Point Park, and Lake Ontario, and bounded by Highland Creek to the east and a series of parks and ravines to the west. Council also directed Economic Development and Culture staff to work with industry partners and local stakeholders to market the employment area and attract compatible business sectors.
