The second in UrbanToronto’s series covering Toronto City Council’s extra-large July, 2026 planning docket turns from last week’s Toronto and East York Community Council approvals to the western and northern parts of the city, with a look at projects arising from the Etobicoke-York and North York Community Councils. Ten development proposals that got quick no-debate approvals at Council range from two multi-phase communities along The Queensway to mixed-use towers in Mount Dennis, Flemingdon Park, Leaside, and Don Valley Village. The two Queensway plans alone account for 11,437 homes, while the approvals overall total 17,235 residential units, including at least 879 rental homes, of which 308 are affordable and eight are rental replacements, along with 141 retirement residence units. With tenure for several proposals not yet specified, the eventual rental total may be higher. All the numbers are detailed below.
Etobicoke York Community Council
1255 The Queensway
City Council adopted an Official Plan Amendment on consent for 1255 The Queensway, advancing a multi-block, mixed-use redevelopment at the southeast corner of The Queensway and Kipling Avenue. This would replace the plaza currently on the site. Designed by Studio JCI for Figtree Holdings, the proposal comprises buildings ranging from 12 to 65 storeys (49.6m to 210.1m), delivering 7,360 condominium units alongside 5,992m² of retail space, 4,645m² of institutional space, and new public parkland.
1025 The Queensway
Following zoning approval in June, 2025, the multi-phased redevelopment of 1025 The Queensway returned to Council with a Draft Plan of Subdivision application. Council adopted the related item on consent and was advised that the Executive Director of Development Review intends to approve the plan. Designed by WZMH Architects for Talisker Corporation, the 7- to 46-storey mixed-use community at The Queensway and Islington Avenue would introduce 4,077 residential units, including 204 affordable rental homes, together with office and retail space and new public parkland. The subdivision plan will establish the development blocks, streets, and other infrastructure needed to implement the 5.9-hectare community. This site includes the Queensway Cineplex, which the company recently announced has signed a long-term renewal of their lease, meaning that redevelopment of the Cineplex would not happen any time soon.
43 Junction
Adopted on consent, Official Plan and Zoning By-law amendments for 43 Junction permit a mixed-use community at the southeast corner of Junction Road and Keele Street in the Stockyards District. Designed by Core Architects for Diamond Corp, its six towers would rise from 18 to 35 storeys (63m to 117.5m), bringing 1,870 condominium units and 98 affordable rental homes above 3,879m² of retail space. The approval secures the affordable units for at least 40 years and requires a 2,306m² on-site parkland dedication before the first above-grade building permit for the second phase.
4975 Dundas Street West
Official Plan and Zoning By-law amendments were approved, as amended, for 4975 Dundas Street West, moving forward a purpose-built rental tower on the south side of Dundas Street West between Mabelle and Cordova avenues in Islington City Centre. The 44-storey (150.7m) building, designed by B+H Architects for Hi-Lo Investments, would contain 563 market-rate rental units and at least 700m² of non-residential space. Through Site Plan Control, the applicant was asked to consult local resident associations and the Business Improvement Area on the design and materiality of the base building and POPS (Privately-Owned Publicly-accessible Space), as well as the pedestrian connection to the neighbouring school lands.
1151 Weston Road
A 46-storey (152.99m) mixed-use tower at 1151 Weston Road received Official Plan and Zoning By-law approval on consent. Planned for the northeast corner of Weston Road and Eglinton Avenue West in Mount Dennis, the SvN-designed development for Republic Developments and Silver Hotel Group would provide 509 residential units above 296m² of commercial space. The transit-oriented proposal includes 22 vehicular parking spaces and 319 bicycle parking spaces. A companion heritage application was also adopted on consent, permitting alterations to the designated property.
Mount Dennis Station Protected Major Transit Station Area
Council adopted Official Plan Amendment 923, as amended, establishing the Mount Dennis Station Protected Major Transit Station Area through a new Site and Area Specific Policy. A Council amendment expanded the mapped area to encompass additional properties on Industry Street and Bertal Road. The amendment will be forwarded to the Minister of Municipal Affairs and Housing for approval under the Planning Act.
North York Community Council
5 Fairview Mall Drive
A trio of towers rising 33, 43, and 45 storeys (123.75m to 149.65m) has been approved at 5 Fairview Mall Drive, where Council adopted the Official Plan and Zoning By-law amendments on consent. The WZMH Architects-designed development for Northwest Healthcare Properties REIT would bring 1,302 residential units to the southeast corner of Fairview Mall Drive and Don Mills Road, complemented by 8,870m² of office space and 312m² of retail. Its Site Plan application remains under review.
200 Gateway Boulevard
Council granted zoning approval on consent for 200 Gateway Boulevard, a redevelopment at Don Mills Road and Gateway Boulevard in Flemingdon Park. Designed by SvN (now WW+P) for Novi Properties, the 13- and 48-storey (47.1m and 153.05m) rental and condominium development would add 666 residential units and 465m² of retail space. The decision secures a 1,207m² on-site parkland dedication, with the balance to be provided off-site at 7 St Dennis Drive or through cash-in-lieu, while requesting new indoor and outdoor amenities for tenants of the existing rental building.
20 Brentcliffe Road
Official Plan and Zoning By-law amendments adopted on consent allow 20 Brentcliffe Road to rise 33 storeys (111.4m) at the northwest corner of Brentcliffe Road and Vanderhoof Avenue in Leaside. Designed by Superkül for Diamond Corp, the project would deliver 377 condominium units and six affordable rental homes above 1,816m² of retail space. Council also secured a 462m² on-site parkland dedication and agreements protecting the affordable housing.
617 Lawrence Avenue West
At the southwest corner of Lawrence and Englemount avenues, Council advanced 617 Lawrence Avenue West through the adoption of Official Plan and Zoning By-law amendments. The 13-storey (47.3m) building designed by RAW Design for OTT Properties would contain 258 condominium units and eight replacement rental units, along with 82m² of retail space. Enactment of the implementing bills will be withheld until Council approves the Rental Housing Demolition application for the eight existing rental homes on the site.
2452 Bayview Retirement Residence
A new seniors’ residence is planned at 2452 Bayview, on the west side of Bayview Avenue in the Bridle Path neighbourhood, following Council’s adoption of the required Official Plan and Zoning By-law amendments. Designed by OCA Architects for Reichmann International Development Corp and ABC Funds, the 6-storey (26.81m) building would provide 141 retirement units above one underground level, with 54 vehicular and 12 bicycle parking spaces.
