A Zoning By-law Amendment application has been submitted for 5500 Dundas Street West in Toronto’s Eatonville area. Designed by Superkül for First Capital, the proposal would introduce 14- and 16-storey primarily residential buildings about a 15-minute walk from the Kipling TTC and GO stations.

The site occupies the north side of Dundas between Billingham Road and Paulart Drive, forming a long rectangular parcel. The property is currently developed with a single-storey automotive dealer with expansive surface parking. To the immediate north is the Cloverdale neighbourhood of low-rise, detached homes, Dundas Street West is lined with commercial on both sides, including other vehicle dealerships, low-rise retail, office buildings, shopping plazas, amidst a transition to high-rise multi-use complexes.

The site was previously the subject of a rezoning submission to City Council in October, 2013, which would have permitted a much lower-intensity redevelopment consisting of two 2-storey retail commercial buildings. Approval was withheld pending a Site Plan Agreement that did not materialize.

Now, this new proposal would redevelop the site with two mixed-use buildings arranged parallel to Dundas Street, separated by a landscaped central pedestrian courtyard. The west building at Billingham Road would rise 14 storeys (57.1m), while the east building, at Paulart Drive, would stand at 16 storeys (63.3m). Both are designed with 4-storey podiums. The two structures would be spaced approximately 14.7m apart at the base, widening to about 20m between the upper floors.

The development would introduce 560 condominium units within a total Gross Floor Area of 46,348m², of which 45,350m² would be residential and 998m² would be devoted to grade-related retail fronting Dundas Street West. The unit mix would include 53 studios, 285 one-bedroom, 149 two-bedroom, and 73 three-bedroom units, with townhouse-style units lining portions of the ground floor. The resulting Floor Space Index would be 4.76 times coverage of the 9,751m² site.

A 313m² POPS (Privately-Owned Publicly-accessible Space) is planned at the northeast corner of Dundas Street West and Billingham Road, beside an existing TTC and MiWay bus stop. The project is proposed in two phases, starting with the 16-storey tower.

Amenities would include 1,236m² indoors, located at grade and on level 5, and 1,168m² outdoors situated atop the base buildings. Vertical circulation would be handled by three residential elevators per tower, resulting in an overall ratio of one elevator per 87 units in the shorter building, and one per 100 units in the taller building. Below grade, a shared two-level underground garage would accommodate 271 residential and 34 visitor parking spaces, alongside 390 long-term and 40 short-term bicycle spots.

The site is located approximately 800m southwest of Kipling station on Bloor Line 2 and the adjacent Kipling GO station on the Milton line. Frequent TTC and MiWay buses along Dundas Street West serve stops at Billingham Road. Looking ahead, a planned Dundas BRT corridor would introduce east–west service linking Toronto with Mississauga and beyond, with a potential stop identified just west of the site near The East Mall.

A series of large-scale projects is reshaping the corridor between Cloverdale Mall and the Kipling area. To the west, a stale project at 251 The West Mall is proposed at 13 storeys, while the Cloverdale Mall redevelopment, now on hold and awaiting more detailed announcements, has envisioned nine buildings with heights ranging from six to 39 storeys. Eastward toward Kipling station, projects include 5509 Dundas West proposed at 22 storeys, the nine-tower Pinnacle Etobicoke under construction at heights of 25 to 43 storeys, Phase 2 of that master plan (Aspen at Pinnacle Etobicoke) proposed at 40 and 44 storeys.  Beside it, The Kip District Phase 3 is planned at 36 and 37 storeys, and 5359 Dundas Street West is proposed at 50 storeys.
