Designed to look like dripping rain, as originally installed there are more of them, it's simply that a high percentage have malfunctioned over the years (and even more have gone out on the west side). in this recent image by UrbanToronto Forum contributor hawc, the mist suggests a source for that drip-drip-drip look.
