Hazelview Investments has resubmitted plans for a residential condominium and rental building at 40 Raglan Avenue. Situated just a seven-minute walk from St Clair West subway station in Toronto’s Humewood neighbourhood, the developer is proposing to heighten the previous 29-storey design, looking to add six additional storeys and 58 units to the Graziani + Corazza Architects-designed proposal.

The site on the west side of Raglan Avenue north of St Clair Avenue West, is a rectangular lot of approximately 1,833m² in area with a frontage of 48.6m on Raglan Avenue. Currently occupied by a 7-storey rental apartment building with 62 units that would be demolished, the site is a three-minute walk to the nearest streetcar stop on St Clair.

Hazelview submitted Zoning By-law and Rental Housing Demolition applications in September, 2021, aimed at transforming the site into a high-density residential tower. Following City Council's approval in July, 2022 for a 29-storey mixed-use building, the project progressed with a Site Plan Approval application two months later. Feedback from various municipal departments and agencies received in early 2023 prompted revisions and led to this Site Plan Approval resubmission.

The plans now entail a 35-storey structure, rising to a height of 117.46m, compared to the earlier 97.5m. It would accommodate a total of 332 residential units, increased from the previously proposed 274. This new submission increases the Gross Floor Area (GFA) to 24,829m², up from 21,915m², with a Floor Space Index (FSI) of 13.40 across the site. The building would include 62 replacement rental units.

At grade, the architectural plan provides 19m² of retail space plus 245m² of Community Agency Space from the previous proposal, as well as a public park at the south end of the site that spans 174m². Residents would have access to 709m² of indoor and 626m² of outdoor amenities. The design incorporates three elevators, for a ratio of approximately one elevator per 111 units, indicating somewhat longer than preferable wait times for residents.

The development would feature a three-level underground parking structure, offering 97 vehicular parking spaces — 78 for residents and 19 for visitors —a slight increase from the 92 spaces in the previous submission. For cyclists, there would be 307 long-term and 34 short-term spaces, up from the 275 previously planned.

To the north of the site, the construction of Groove Urban Condominiums and Raglan House progresses, with these projects reaching 15 and 28 storeys respectively, while 91 Raglan Avenue proposes 26 storeys. Southward, towards St Clair Avenue, the developmental momentum continues with proposals for 5 Raglan Avenue at 28 storeys, Alfie Condos at 34 storeys, and 536 St Clair Avenue West at 35 storeys. Closer to the subway station at the corner of Bathurst and St Clair, Forêt is a trio of proposed towers, ranging from 35 to 41 storeys.
