In the city that famously used to call itself 'The City Above Toronto,' plenty of density and verticality is happening in its core at the Vaughan Metropolitan Centre (VMC) to the east of Highway 400. To west of Highway 400, however, while there have been a number of redevelopment submissions over the last half dozen years, only one towering project has been built so far. The plans for intensification of that area keep coming, though, as The Muzzo Group has submitted a proposal for a trio of high-rises at 3790 Highway 7 West, set to feature a 43-storey and dual 45-storey towers designed by BDP Quadrangle.

This L-shaped 1.47-hectare site is currently occupied by a single-storey car dealership. The parcel surrounds the northwest corner of Weston Road and Highway 7, but does not include the gas station right at the corner. The neighbouring area features commercial plazas, big box developments, and low-density residential areas to the north, with significant new developments planned nearby, signalling an eventual shift towards higher-density uses. The one high-rise development in the area so far is the 2018-completed Centro Square, immediately across Weston Road to the east, with an office tower of 10 storeys and condo towers of 30 and 33 storeys, all rising from a low-to-mid-rise podium.

The Official Plan Amendment, Zoning By-law Amendment, Draft Plan of Subdivision, and Site Development Approval applications for 3790 Highway 7 West entail three high-rise towers, one standing at 43 storeys (135.3m), and the other two at 45 storeys (145.8m and 146.2m). They would house 522, 530, and 569 residential units respectively. The design sets each tower on a 6-storey podium, which would include commercial uses at grade, amenities, and residential suites.

The proposal boasts a Gross Floor Area (GFA) of 106,373m², with 938m² designated for retail use, for a Floor Space Index (FSI) of 7.3. There would be 3,899m² of indoor and 2,607m² of outdoor amenity spaces on various podium levels. Residents would have access to 12 elevators, or four per tower, for a ratio of approximately one elevator for every 135 units, indicating longer than preferable wait times.

Parking infrastructure calls for three levels of underground garage, with 1,300 resident, 323 visitor, and 20 retail spaces. For cyclists, there are provisions for 978 long-term and 163 short-term residential spaces, along with 4 retail spaces. The site’s layout would feature new roadways, including a municipal right-of-way along the west and north borders, and a private road providing access to Weston Road.

The development is proposed to unfold in phases. The 45-storey tower at the southwest corner is targeting completion in 2029, followed by the 43-storey building in 2031, and the third tower in 2033.

The Weston Road and Highway 7 site is located near major roads such as Highway 400 to the east and Highway 407 ETR to the south. Multiple York Regional Transit (YRT) bus routes serve the area, connecting to University Line 1’s Vaughan Metropolitan Centre station and the GO Transit network. The Weston BRT runs along Highway 7, placing the site within the Weston BRT Protected Major Transit Station Area (PMTSA). The application also notes the planned GO Concord station along Highway 7 at Bowes Road, as per Vaughan’s Official Plan.

Southwest of the site, Kingsmoor proposes three towers with heights ranging from 32 to 38 storeys, while nearby at 3899-3901 Highway 7, plans include six buildings ranging from 8 to 38 storeys. Further south, at 7540 Weston Road, a proposal calls for two towers of 42 and 45 storeys, and the RioCan Colossus Centre Redevelopment entails a multi-phased plan featuring 25 buildings, ranging from 6 to 55 storeys. To the east, 7887 Weston Road is set to introduce four towers between 40 to 49 storeys, along with 8- and 45-storey towers proposed at Highway 400 & 7, part of SmartCentres’ 8.2-hectare master-planned community. Closer to the VMC, east of Highway 400, the density escalates with a multitude of projects reaching towering heights of 55 to 59 storeys.
