In this image by UrbanToronto Forum contributor mburrrrr, the Westbound Gardiner east of Yonge is a sea of vehicles… or maybe a backed-up sewer would be a better analogy. Presumably taken following the New Years Eve fireworks at the waterfront when not only the Gardiner was snarled, but so was Union Station, it's clear that if you've also seen the Union Station pics, jamming up a highway with cars at night makes for the prettier, if less planet-friendly, picture of beyond-capacity transport infrastructure.
