Toronto has significant amounts of land at Tower-in-the-Park sites across the city waiting to be better utilized. A new proposal designed by SvN Architects + Planners (SvN) for Novi Properties would result not only in a new residential building, but also improvements for the existing apartment building at the site. A proposal has been submitted for a Zoning By-law Amendment at 25 Cedarcroft just west of Bathurst Street, about halfway between Steeles Avenue West and Finch Avenue West. Close to neighbouring Antibes Drive to the south, the new building has a suggested address of 165 Antibes.

Presently, the site is home to a building standing 13-storeys with 132 rental units. Of those, 93 are classified as affordable housing by the City of Toronto. The southern half of the property includes surface parking lot, a treed area, a playground, and entrance to a parking garage. The site is part of a Delineated Built Area, with a Growth Plan to build the community and take advantage of the space and its connections to existing transit.

Immediately south of the property is another Tower-in-the-Park site with an intensification proposal under review by the City, at 155 Antibes. Part of its existing property would be converted to public land fronting the 25 Cedarcroft site, part as a multi-use path, part as a new public park.

The 25 Cedarcroft proposal entails a 29-storey residential building standing 96.5m tall. The podium would rise to six storeys, but step down to four toward a vehicle drop-off area and next to two-storey townhouses just south of the site. The podium would transition to the tower through an inset level, which would be clad in glass and home to amenities. The tower portion would be clad in white in contrast to the windows and brick design of the podium.

There would be 259 new units, 86% of which would be 2-bedroom or 3-bedroom layouts, resulting in overall larger apartments and increased housing options for families. Residents of the existing 13-storey building would see renovations to their amenity space, including additional bicycle parking and a new rear lobby entrance.

The underground garage currently at the site would be modernized, with access for both buildings at a new parking ramp on the east side of the site. The garage would be expanded to two levels in order to offer sufficient space for the two buildings, with 211 parking spaces of which 172 would be residents and 39 for visitors. Twelve of these spots would be accessible. There would also be 324 bicycle parking spaces.

The proposal includes a Block Context Plan for the surrounding area that suggests a multi-use path better connecting the neighbourhood from Bathurst Street in the east to the West Don Valley ravine system in the west. New public space would be carved from other redeveloped Tower-in-the-Park for an influx of new residents. The new and enhanced buildings at 25 Cedarcroft would be part of a larger plan to revitalize this underdeveloped area.
