Capitol Management Corp has submitted Zoning By-law Amendment and Site Plan Approval applications to the City of Toronto for the construction of a 35-storey, Turner Fleischer Architects-designed, mixed-use building that would sit on the three properties of 836 and 838 Roselawn, and 131 Lyon Court, northwest of the intersection of Eglinton Avenue West and Allen Road.
The site is currently developed with two 4-storey rental apartment buildings and one 2-storey mixed-use building, comprised of 53 rental units, and associated driveways, surface vehicle parking, and landscaping.
The proposed development is generally L-shaped as per the shape of the site, and comprised of a 7-storey base above which would rise a stepped 28-storey tower, for a total building height of 35 storeys. The base, which would occupy virtually the entire site along Roselawn Avenue, would have a height of 26 metres, consistent with the existing residential building located immediately to its east. Floors 8 to 15 would transition between the base and the tower in a slab form that is similar to the forms of the surrounding apartment neighbourhood.
The building would have 949 m² of indoor amenity space and 984m² of outdoor amenity space. A 383m² ground floor retail area is proposed at the southwest corner of the building and would open onto Roselawn and Lyon. A 165m² lobby is proposed along the Roselawn Avenue frontage, which would connect to a 150m² indoor amenity area and 224m² outdoor amenity area. Another 218m² lobby is additionally provided along the Lyon Court frontage. Indoor and outdoor amenity uses which are also proposed on the 8th and 16th floors.
The building would contain 397m² of retail GFA and 33,012m² of residential GFA, with a total proposed Floor Space Index of 10.37 times the area of the lot.
Residential units are proposed across the 2nd to 35th floors, 472 in total with 53 rental replacement uinits, in addition to 419 new residential units in a mix of 8 studios (2%), 322 one-bedrooms (68%) 98 two-bedrooms (21%), and 44 three-bedroom units (9%).
A total of 127 parking spaces are proposed for both residents, visitors, and retail, contained within two underground levels. A total of 473 bicycle parking spaces are also proposed, 425 for residents and 48 for visitors.
The site is served by three TTC bus routes, and is also within an approximate 10-minute walking distance of Eglinton West subway station (to be renamed Cedarvale with the coming of the new Crosstown LRT line) south of the site. Glencairn station is similarly an 10-minute walk, but to the north of the site. The site is also within a 700-metre travel distance of the Allen Road, which offers quick access to the region's 400-series highways.
