Following a 2017 rezoning submission to the City, Fieldgate Homes has submitted a follow-up Official Plan Amendment application for a mixed use community at 670 Progress Avenue, near Scarborough Town Centre. Designed by IBI Group, the 8-tower development would have heights of 60, 48, 38, 37, 28, 16, 16 and 8 storeys.

Three low rise industrial facilities currently occupy the site, which would be demolished to make way for three new public streets, private roads, and pedestrian promenades that would break up the site. A 3,108 m² park would be located in the core of the new neighbourhood, representing 12.5% of the site’s land area.

Although technically mixed-use, the project dedicates 99% of its GFA to residential uses, offering 1,230 m² of retail on site. 3,039 condo units are proposed in a mix of 646 bachelor, 1,583 one-bedroom, 504 two-bedroom, and 307 three-bedroom units. 1,592 parking spaces are located below grade, with 403 positioned in a camouflaged above grade parking deck. In addition to the residential and retail uses, one block would include a two-storey childcare facility across the street from the future park.

Some potential design features are depicted in the renderings—most interesting is the use of a sandy-coloured framing on portions of some of the towers, often employed in a checkerboard pattern—although it's much too early in the process to declare this a final design for any exteriors.

The previous proposal saw five high-rise towers, 2 mid-rise blocks, and several blocks of 4-storey townhomes in a TACT Architecture-designed complex. The latest vision increases the height of the tallest tower from 49 to 60 storeys, removes the townhomes entirely, and expands the land area dedicated for the public park.
