Based on some online forums (always 100% accurate!) it's a normal byproduct of turbine startup due to incomplete NO2 combustion.
So one consequence of our extensive investment in wind power is that we need to start natural gas peakers during those pesky times when the wind isn’t blowing, then we have to shut them down during periods of heavy wind-generated electricity production. Leading to NO2 emissions as the gas generators fire up. What a great victory for the environment.
