Noteworthy is the fact that the TTC appears to want to divest themselves of their artic buses, I assume the early ones from 2013-2014.

Seems unfortunate.
Not quite as low as it seems.
When you look at the first column, which is the net savings in operator hours per year as a result of the Crosstown and Finch opening, those will, effectively, be deployed as service increase elsewhere, beginning in September '26.
If you add in those numbers, on an annualized basis, which are equal to roughly a 1.2% service increase, you get an overall increase of 3.2% as experienced by riders. It just doesn't show as an increase, because those operators hours are already funded as the Eglinton and Finch buses.
