There are no differences in terms of the signal system between Kennedy and Kipling. And in terms of track alignment, both are capable of approximately the same throughput. What's the difference between the design of Kennedy and Kipling that I don't experience turnaround delays approaching the latter? I thought they both utilise a crossover switch before the station?
That said, Kennedy has always been slightly more problematic as the longer distance between it and the preceding station - Warden - is such that the trains are averaging a higher average speed across that section than they are in the west. But the reality is that the differences aren't major, and don't really account for what you are seeing.
Which is exactly when service tapers off from rush hours frequencies to evening frequencies. If it helps, the VP-Kennedy journey occurs routinely at around 8pm on weekdays.
Train throughput does actually go down at this point as the trains going out of service need a bit more time on the platform to do their checks before they run back to the yard. This means that they are occupying the platforms for longer than normal - and so this bogs down the system.
