A series of coordinated proposals is reshaping development activity across Toronto’s Parkdale neighbourhood, where multiple sites along the Queen Street West corridor are advancing plans for new affordable and supportive housing alongside expanded community services. Led by a mix of non-profit organizations and public-sector partners, including the Parkdale Activity Recreation Centre, the Parkdale Queen West Community Health Centre, CreateTO, the Parkdale Neighbourhood Land Trust, and University Health Network, the projects together would deliver over 400 new homes, all within the affordable and supportive housing spectrum. The proposals range in scale from mid-rise additions of 4 to 7 storeys to larger buildings reaching 10 to 16 storeys. The proposals in South Parkdale span several sites between Dufferin Street and Cowan Avenue, with an additional location closer to the Gardiner.
At the southeast corner of Queen Street West and Beaty Avenue, PARC is advancing a two-phase redevelopment of its properties at 1497 through 1501 Queen Street West and 89 and 91 Beaty Avenue, a 1,756m² site currently occupied by low-rise buildings and community-serving uses. The proposal calls for a 10-storey mixed-use building designed by DTAH, delivering 141 rental units split between 91 affordable homes and 50 rental replacement units, alongside 2,036m² of institutional space. The plan retains heritage facades along Queen Street West while replacing the remainder of the structures with a new mid-rise form aligned to the historic street-wall. Phase 1 would focus on 1499 Queen Street West, introducing residential floors above community and administrative space, while Phase 2 would redevelop 1501 Queen with a connected building.
A short distance west, PARC is also delivering a smaller supportive housing project at 11 Brock Avenue in partnership with the City of Toronto and the federal government's Rapid Housing Initiative funding. Now under construction following a late-2024 groundbreaking, the four-storey building will provide 42 rent-geared-to-income homes, each with private kitchens and bathrooms, alongside shared amenities including a commercial kitchen, laundry facilities, and program space. Funded through the Rapid Housing Initiative, the project is intended to support residents with on-site services aimed at maintaining housing stability, with completion targeted for Fall 2026.

Parkdale Queen West Community Health Centre Addition
At 1229 Queen Street West, the Parkdale Queen West Community Health Centre is planning to intensify its long-standing facility with a 7-storey addition designed by Hilditch Architect. The proposal would introduce 55 affordable rental units on a 2,302m² site that includes a small parkette fronting the street, building above and adjacent to the existing three-storey health centre. The proposal includes a mix of unit types, primarily one-bedroom layouts, alongside 227m² of institutional space to support expanded programming. A rooftop green space is also proposed.
The design emphasizes housing and health services, with new residential space paired with on-site supports delivered by the organization and its partners. Two elevators are planned for the building, equating to roughly one for every 28 units. The addition is also shaped to respect its surroundings, maintaining portions of the existing public realm along Queen Street West while stepping back toward neighbouring properties.
Meanwhile, the Parkdale Hub brings together a series of City-owned sites into a comprehensive multi-block redevelopment, designed by DTAH for CreateTO and the Parkdale Neighbourhood Land Trust. Approved through Official Plan and Zoning By-law amendments in November, 2023, the plan across 1303 through 1345 Queen Street West and 212 through 224 Cowan Avenue, forms a 8,086m² assembly anchored by existing civic uses, including a library branch, recreation centre, and community space organizes the site into three phases, with the West Block advancing first. This phase would introduce a 16-storey building alongside 6- and 4-storey components, delivering 175 affordable rental units and 1,130m² of institutional space, while retaining and adapting heritage elements across the site.
Parkdale Hub traces back to a City-led process initiated in 2017 to coordinate the future of several municipal properties, culminating in Official Plan and Zoning By-law amendments adopted in November, 2023, with subsequent refinements including a 2026 Minor Variance application. The Parkdale Queen West Community Health Centre addition already secured a Minor Variance approval in November, 2024 and is awaiting further permitting.
Beyond housing, the Hub concept features expanded civic infrastructure, including a revitalized Masaryk-Cowan Community Recreation Centre, a larger Parkdale Library branch, and new cultural and community agency space. The West Block is currently subject to a Minor Variance application seeking to eliminate minimum parking requirements. The building is planned with two elevators, equating to roughly one for every 88 units.
Plans are advancing for Dunn House Phase 2 on University Health Network-owned lands at 1 through 7 Close Avenue and 74 through 78 Springhurst Avenue within a residential block near Jameson Avenue and the Gardiner Expressway. Still in the early concept stage, the proposal envisions a supportive housing development of up to 12 storeys delivering approximately 54 studio units, all designed within a model that merges housing with on-site health and community supports. Designed by DTAH and led by UHN in collaboration with the City of Toronto and CreateTO, the project builds on the outcomes of the existing Dunn House initiative. In March, 2026, City Council endorsed a shared vision and guiding principles for the site, setting the framework for future applications.
The three primary sites are located along Queen Street West, placing them within walking distance of the 501 streetcar. North-south buses along Dufferin Street and Lansdwone/Jameson avenues offer additional transit.
The cluster of institution-led proposals is emerging alongside more typical intensification across Parkdale. On the west end of the trio of Queen Street West projects, a 10-storey building at 1375 Queen Street West is under construction, with 1437 Queen West proposed at 12 storeys. Several projects are proposed along the north side of Queen, including 1354 Queen Street West at 12 storeys, 6 Noble Street at 13 storeys, and 1266 Queen Street West rising to 27 storeys. To the southeast, Radiator would introduce a trio of towers ranging from 9 to 29 storeys.
