It probably doesn't for much longer. After what happened at the meeting it should be clear that the writing is on the wall and he is no longer wanted so I wouldn't be surprised if he either steps down on his own or quietly waits out the rest of his contract and then leaves. What other choice does he have? It's either leave now while you're still ahead (Stepping down looks better on a resume than being fired), or stick around and wait for the city to try firing you again or your contract expires; whichever comes first.Now that the well has been poisoned in such a manner, how does this relationship continue?
