Fair enough. And I am suggesting that it makes far more sense and offers more stability in the long run for the provinces to step up.

I agree. Though it would offer even more stability if Toronto would step up.

If Toronto would 100% finance transit operation and expansion, they wouldn't be at the whim of the federal or provincial government changes. That we currently don't receive any operating funding from either government (just capital), we are very insulated from changes in future provincial and federal governments - and only have to deal with City Council - which ultimately are going to respond to the needs of the voters.
