Careful as that comment may read as misinformed! I never thought of Welland either until I got involved in Great Lakes cruising. It is actually booming!

I explored the downtown a couple of summers ago and was taken aback by the sheer ugliness. Had the vibe of a hopeless place.

The area around the Distillery was an utter dump not that long ago. Areas change. This will help.
