The rush of the Games also made others less so. e.g. the West Don Lands site was supposed to be heated/cooled by 'district heating' and most of the pipes were laid but it was decided there was no time to build the actual plants so the buildings are now all hooked up to Hydro and gas for heating - and have, at least in some cases, 'empty' district heating pipes. The PanAm deadline is forcing certain projects to be much more efficient. Threats, penalties, etc. I bet.
