It is not just signing up tenants it is when the tenants can get access to fit up their new places and how long that takes them. Some will obviously be able to do this faster than others so I suspect the whole retail area will open gradually.
 
Now able to see into the York moat from the York concourse level (through the doors next to the temporary Tim Hortons).

Either subsurface undermining or a break in the matrix. Get the spraypaint and lowgrade asphalt. Time to allow this nice stretch to finally fit in with its bumpy patched brethren everywhere else.
 
Did they even lay a layer of concrete underneath like WT did in QQ? Looks like they did - except that the cutout maybe wider than the width of the manhole cover/access shaft wall.

What typically happens is the material directly below the pavers washes into the catch basin/manhole and you get this sink hole effect. Always an issue that the rings which are used to adjust the height of the covers are not parged or wrapped to prevent this from happening.

Blasphemy.

It belongs on whatever white-glove "Priority" list that gets taken care promptly, fully, and quite properly. Even one priority rung above Victoriaville, Yonge-Dundas, and CN tower grounds, given's Union importance.

Now, on the other hand, let's discuss how to fix the leaks in the York Concourse without shutting down the GO routes above...
