...so from bottom left to top left: Phase 1, Phase 2 and Phase 3. And thus from west to east, three residential towers and one office tower. The current DB as two residential towers and two office towers going in the same direction.

Yeah, I was little confused as to what was going on here at first...but it's obviously clear now Oxford P very much revised this project for the current market climate if it holds out. And for what that's all worth here.
I took the following screenshot to zoom in on this project:

From the above rendering, it appears Phase 1 is roughly the same height as other towers in the Entertainment District (about 157 metres), while the office tower appears to be the same as before at 303 metres. Phase 2 therefore appears to be about 230 metres tall in the rendering. Of course, these are just visual estimates, as I have yet to see architectural elevations and other renderings.
 
I dunno, will wait for more info but this looks like a huge downgrade to me, in a place where there's an opportunity for skyline-defining architecture (not to mention loss of the railway being decked over).
I'm not sure I am sorry to see that deck go. Seems like an expensive feature creep if there was a whole lot money to be thrown around...and the reason why we're getting this "downgrade" is because there isn't a lot money to be thrown around here.

...and the three phased approach even indicates Oxford is likely doing this at a see how the market is basis. We'd be lucky to see office tower at all if that's how they're going about it. So don't get too married to this. Sorry! >.<

Nope, but it's very much a reference to the prolific representation of Hariri Pontarini's architectural firm in Toronto's skyline. This latest mockup certainly shares some similarities to designs from the firm.
 
The process of decking over this section of the tracks is incredibly complex - and could take years - similarly with the project to the west.
It looks to be all gone now.

I guess it is to be expected. Construction cost is super high with the lack of construction workforce.

And this thing has gone through regulation and back, which prolly ballooned the cost projection.
