The fences are down along Jarvis. The sidewalk is oddly narrow in front of it. It's all being completed much as it was built: with an almost malicious indifference to quality. This is the city's next Ice.

The Toor Hotel website says that rooms can be booked starting on 7 Feb. Will try to find out when rentals are starting occupancy.

Perhaps, but I don't think so. Lots of stuff like this already in the City and we don't really hear about it as people are generally private about these sort of things, after all. For example, few know that the entire (except penthouse) run of the south-west corner of Delta is shitters:

Perhaps they're doing this whole exercise (leaving lights on at night) as a way of seeing how things like this look. I don't know how they could fix this (maybe frosting the windows?) but it does indeed seem not great.
