A clear sign that the base (retail portion) will open way before the tower is completed. Maybe as early as next summer, based on one of the latest renderings?

What's the reason for such slow progress?

I think it's to do with the small staging area for equipment and materials, the incredibly complex initial floors and non-receptiveness and their plan to open the ground level to the Apple Store before finishing the tower. By spring next year, it will pick up pace.
