Both the fins and the spire/antenna will be included in the final product. I was told by someone who works on the project that the antenna will be a functioning radio mast but I don't know if I believe that.

It would be interesting if that were the case. It's a short building, and, as it happens, there's an extremely tall building that's very good at transmitting radio signals in the immediate vicinity.
But then, I don't know the physics of radio waves. Maybe they get amplified when they pass through good-looking architectural fins.
