They removed a 'representative section' of the 'porcupine sewer' and it will be re-installed somewhere in new building. I think they had to give up on the glass floor idea.

I love it how it's "on budget and on time". This is the exact opposite of that.

Classic government - don't meet expectations? Adjust the expectations. Then brag about how you are meeting them.

I think the sad saga goes something like:

*Project initially mis-budgeted
*Then cheapened to death to meet correct budget
*Then over budget again
*Requiring funds from other projects to be within budget

*Then over budget again
*Requiring funds from other projects to be within budget

Not totally, the major hold-up and cost increases were caused by the fact that they had to do a detailed archaeological investigation and save some things like part of the 'porcupine drain' and that the first contractor (Bondfield) was unable to get insurance. The project had to be re-tendered and bids came in at a higher price.
