Been walking by a couple times a week recently and it's interesting to note how the offices on the east side of the building look mostly complete, including furniture, while the offices on the west side overlooking the fountain still have unfinished walls, slabs of drywall propped up but not installed, etc (it's a lot more obvious at night)

The 2nd floor area in the photo is NOT offices, it is a potential restaurant - which the City has yet to find a tenant for. (Doubtless explained by the opening of the building being so ahead of schedule!)
 
ha, fair, but the lack of completion seems to be the case for every room of every floor on the west side. Do these have planned tenants?

There is also a "Senior's Centre" on west side of the 2nd floor mezzanine - it too is being studied by the City and it is unclear who would run it (The St Lawrence Community Centre??) and who would use it - or for what. I think (correctly??) that the Courts occupy all of floors 3 and higher.
 
How functional does the rest of the building have to be to get the ground level operational? And would we see public facing ground info when they look to lease out the proposed coffee shop there?
