I would estimate late 80s or early/mid 90s. It's the skyline I recognize from my childhood.

It has the first two Waterpark Place buildings, which were built in 1986 and 1989, so you'd be correct.

New tower added to Toronto skyline 50 years ago (TD Centre, 1967)

Previously (c.1957-58) the tallest building in the city was the Bank of Commerce building (centre of this image).
Built in 1931, 34 storeys, known for some time as the tallest building in the British Empire.
