By-laws exist for a reason. It's really nice to have lots of colourful lighting on buildings and stadiums, but the brightness needs to be reasonable. That said, blackout curtains and roller shades are essential when living in urban areas to counter these exact problems.
Reminds me of a few years ago in Detroit, when Ford Field got blue roof lighting and basically turned the whole sky over Detroit purple. Due to the terrain in the area being incredibly flat, you could see it from 30km out when driving down the 401 to Windsor, and even moreso on cloudy nights. The city forced them to cut the light levels down to 25%.
