No slowdown here. They're at level P1 or P2 now.
Considering demolition started about 3 years ago I'd say this has been in a constant slowdown.

There were people on-site today and a bit of crane movement.

If they have their above ground permits, they are allowed to keep building… and as they are still building, that would appear to be the case. The most recent shots above from exactly two weeks ago show that they've still go a ways to go before the ground level slab is poured. In normal times we expect each underground level and each podium level to take approximately a month to build… but it's impossible to know for sure unless someone related to the build makes the information public.
