Pretty much. The final phases of CityPlace seem to have taken a nosedive in general, the developers have probably become complacent and unmotivated since CP keeps selling units regardless of seemingly anything. The biggest evidence of this is that the supposed Signature development looks to be the most unremarkable, lazy and dreary effort yet. So much for a signature.
 
The massing of this project was on the right track but the materials are all so cold, sterile, and cheap-looking that it looks bleak and ugly. It's a shame but execution of an idea is key. An interesting design concept isn't worth much if the result in reality is poorly executed.

The city flubbed this one so badly I hope they learn their lesson. Never give a developer (especially one who has 0 experience building in Toronto) cart blanche to build an entire community on such an important piece of land.
