This development application came in December 23, 2016 (just before development application fee price increase for 2017),.... it usually takes about 2 years for a development application to get to CityPlanning FinalReport and CityCouncil,.... here, they OMB early,... why? Due to OMB changes, developers are OMB trigger happy,... to get their foot in the OMB door before it shuts on them. Right now, they still don't know when OMB changes will start or if it'll be retroactive to previous Spring when Province announced OMB changes,....
Yup. Better to be safe than sorry.

Especially since I'm not sure how we should even be interpreting the new changes near Major Transit Station Areas. The way the legislation is written, developers might not even have appeal rights to the new tribunal at such locations.
 
not really. Board only really considers professional evidence, and this is a prehearing anyway so it is mostly procederal.

The purpose of this report is to seek City Council's direction for the City Solicitor, together with appropriate City staff, to attend the Ontario Municipal Board hearing to oppose the application, as currently proposed by the applicant as staff have concerns with the development application in its current form, including lack of on-site parkland dedication, rental housing and office replacement, proposed height and density, built form, massing and proposed separation between the mid-rise buildings and stacked townhouses. This report also recommends that the City Solicitor and appropriate staff be authorized to continue discussions with the applicant in an effort to address the issues outlined in the report.
 
So the "Community" opposed to the development are organizing to attend the pre-hearing, as they were advised by the city solicitor that the more people who show up, the better.
