I always thought Niagara Falls was supposed to be a mini Vegas with a natural wonder of the world. So I expect flashy large casinos. I don’t know how much I expect from the locals.
Niagara didn't use to have any casinos, and with that particular offering being dime a dozen in much of North America these days, I don't see that being the future draw for Niagara.
To me, the falls themselves come first; then you want to add complementary offerings for people who we be drawn to nature; you want to invest in the Bruce Trail, moving it off-road wherever possible, investing in trail heads with maps, seating and waste receptacles and providing washrooms at select locations too.
I think you want to highlight Short Hills Provincial Park, and enlarge it, adding a campground.
I think you want to celebrate history; physical beauty (Landscaped Niagara Parkway); riverine adventures, and then add a robust set of family activities, including amusement park variety stuff; as well as
movie theatres (somewhere to hide when the weather is inhospitable)
Casinos can be in the mix, but I don't see them as central to the story, and arguably less important the Shaw Festival, or Wine Country.
Most of the nature/wine stuff is outside NF proper, which would offer a more urban mix overall, as compliment to the Falls. But it still needs that mix to add vibrance, to create a desire to walk and bike around and see the sights.
Much of the current development discourages that by having poor grade-level expression, lack of street animation and humdrum aesthetics overall.
