The second phase cannot start until Massey Tower construction is complete, as the access to its site has to remain clear for construction equipment. That's why this is going to take longer than it otherwise would.

While any movement is welcomed, the announcement today doesn't offer much by the way of new details - it has a big "what for" feel watching it from the sidelines.

There was no earlier big announcement, just a press release a couple of years ago. Now that the legal documents transferring the land is complete, they have their ducks in a row, and enough money to get going on Phase One in a serious way. They're still looking for funding, a lot of it, so today's announcement builds awareness of the plans and should help them secure more of $$$ they need.
