Concord Adex seems to have played around with the cladding on a number of occasions - their renders cannot be taken at face value.

The Waterfront LRT might be placed there, but for now it is a treed boulivard.

^^ If you read the application proposal for block 32/36, you'll find that it says that Fort York Blvd (Bremner will be renamed) MAY have dedicated transit facility running through it. So for now, it seems the island is just that, an island. Who knows if they'll ever put the ROW along this street to connect to Fleet St, as is/was the plan.
