I cannot understand the need for all the scaffolding on the roof. Whats going on there? Why is it needed? Anyway the best part of this project is at street level.

Definitely the street level is the best. I thought I would like the balcony treatment on this building, but as it nears completion it just looks postmodern tacky to me.
 
It might look dated one day, but it will always have architectural character. Many minimalist glass towers lack distinguishing features that hold people's interest over generations. This tower has character and identity thanks to features like its balconies.
