It is hard to tell which tower is called what but I assume you mean the two easternmost towers (yellow and blue tops) ? It is hard to tell from the ground but they have probably finished 1 or 2 underground levels on the south east corner (yellow short tower) and are still excavating the site for the tall blue capped one (still no crane there.)

Yes youre right EX2 and EX3 are to the left, EX2 is in the back and looks underway with the crane, EX3 is in the front and is just doing grading
