CF typically partners with a residential developer. Up at The Shops of Don Mills, the most recent partner is Lanterra, before that it was FRAM. Who knows who here.

I don't see the Broadview extension construction budget in the capital notes.

However, engineering is budgeted for this year, and property acquisition is budgeted for next year (2023).

This would seem to line up with the projected timeline indicated above.
 
Is it definite that they’re laying streetcar track along the new stretch of Broadview?

The ROW width is definitely set for it.

Whether or not that's what is built; will be determined by the funding for engineering in next year's budget.

I expect there will be an ROW for it; but it could be for buses initially, or just a landscaped median, we shall have to wait and see)
 
A report to next's Executive Ctte seeks to update negotiations and schedules.

It does provide some info; but notes off the top negotiations were ongoing at the time the report was written and that a supplementary report will available by next week's meeting with finalized details.

So, that said, again, lots of info we already knew, and some matters are still in discussions, but a few tidbits emerge; from the report:

First, we learn that CF is lining up at trough for public dollars in the form of IMIT:

Second, we learn that the City wants to secure any land envisioned for employment as 'Core Employment lands' Converting only what it has to, to MCR or the like:

Third, we learn that the City has very specific phasing in mind.

Infrastructure before anything
Offices before residential
Residential-supporting infra (parks/recreation/libraries etc.) at the same time as the residential.

On the Broadview Extension:

Other matters:

The City wants an option for an elementary school here

The City wants the Soap Factory preserved in its entirely if possible and failing that, at least 2 facades

The City want a new Community Recreation Centre of size (double-pool, double-gym) They will agree to it being under a tower, but they want the CRC on the first 2 floors and it must be visually prominent.

On Affordable Housing (no resolution yet)

On Parks:

CF has apparently agreed to bump up the parks contribution and reorganize it to create a single usable park.

^I was just about to mention the exact same thing. At the very least, the program needs to be scrapped for the Downtown Core proper. As i've mentioned throughout the years repeatedly, it makes no sense and developers are exploiting it to get free money. The Downtown Core is not struggling to attract office development of any kind.

But with Mr. Status Quo in charge (John Tory), im not expecting any movement on this file anymore.

With regards to the phasing plan, i'm genuinely surprised (in a good way) seeing this. It looks like the city has finally learned (at least a little bit) from their screwups at Humber Bay and Liberty Village.

Our volunteers are working on the School-in-Podium thing (like at Science Centre) - and we will work the numbers to push the City towards the "Take the Land-Conveyance" option during our presentation to the Executive Committee.
